How to settle property dispute between the family

Husband of my sister has 3 brother & 1 sister. Now mother, 4 brothers & one sister are alive and father (main person) died back 4 years. No will is made by father. Entire property is not willed. 2 brothers did two home (family property) in their name wrongly from his father without intimating others. Now that 2 brothers (who have one daughter each) are forcely to sell all properly one by one. But one brother (my sister's husband who has one son)) not agree to sell the property and told them to make settlement. As my sister's husband staying at father's house (original home) along with his mother. Now two brothers forcely stop his source of income (income from rent) which he utilized for his mother as mother is with him. My sister's husband want settlement for all (4 brother, mother & one sister) but two are not interested as they taken home from father wrongly and they know very well & avoid it to bring in front. Now i need the suggestion that "What is the solution for settlement"
