your query specifying that you had granted permission to walk on the land which leads from your land to the place where your neighbour reside. In this regard I wish to state that under the provision of law any thing which goes underneath the land either the same is private or public may contents electricity line, water line and other connections without obstructions of any government or semi government authority. Hence your neighbour may get the electrical connections if you will permit or not either through underneath or through overhead as per CESC permits and also the water connections as per the municipality or corporation decision as both are the essential services required for human beings and the same could not be stopped or disturbed in any manner whatsoever. However you may seek appropriate repairing of your land from the end of the neighbour in case the same is being dig up by any of the authority.

From your statement,it appears that you have given permission as a good gesture without any material consideration. But municipal law approved building plan must have provisions for water and electricity connection.please advise in writing your neighbour to act as per the provisions laid down in the approved building plan. The revocation of permission(earlier given) may be notified to your neighbour with copy to CESE, Local Municipality. An application seeking injunction from the appropriate court of law may be filed restraining municipality from laying of water supply pipe line through your land.A caveat may also be filed before the appropriate court of law so that your neighbour can not obtain injunction order
against disconnection of electricity.
