How to resolve dispute over land

sir,my mother has purchased a 10 dismil plot in year 2003 ramgarh district jharkhand .now a days it has been occupied by local people and claimed that they have the khatihan (document during bandobasti in free india).the above said plot has been sold to someone and from there we have purchased the plot.though we have the registered documents and paying lagan yearly since 2003.the local mukhiya have dug a well under mnrega project in my plot.how can i get my plot back from them?
