how to remove flower vases from my roof top

Own a flat in an Apartment in kolkata . The 3rd floor living neighbor has make a Garden on the roof of my side
My flat falls below the roof garden where they put many flower vase . After multiple requests to remove the Terrace Garden, she avoid the request
I need expert advice on few point.
1) How can I proceed legally to get the flower vases removed and make the builder repair the damages happened to the terrace.
I think this is not a problem. Try to solve the matter amicably. Otherwise you may file a case under section 144 / 107 crpc against her after lodging a general diary to your local police station and further please see Aprtment & ownership act.
