How to register a land when the date in the sale agreement has lapsed

Maine ek jamin lene ke liye jamin ka agreement karbaya tha ,Maine bayana bhi 3 lakh rupye bhi cheque ke jariye diya tha,agreement me ye tay tha ki jamin bala jamin ka Pilar payalig karbaya kar dega ,aur uska Sara kharch jamin lene bala dega ,par paise ki kami ki ke karan Pilar ka kharch nahi de paya, aur date samapt ho gaya, jiske karan ab jamin bala registry nahi karne ko kah raha hai,aur paise dene ke liye kah raha hai,but mai paise Lena nahi chahta hun,mai total paise dekar jamin Lena chah raha hun, jamin bala jamin par kam karba raha hai ,please ap ye batayen ki cort ke madhyam se jamin mera ho sakta hai ki nahi,please ye bhi bataye ki mera paisa safe hai ki nahi.

Is there any time limit in the agreement for full payment . If yes then seller is free to sell the land to third party . If no then you have remedy.
So far advance, you yourself mentioned in the query that seller is ready to refund the money.
