You need to Brief your Issue first then only a solution could be suggested.

There multiple unanswered questions like what’s your locus standi?
How are you effected, What’s your concern?

However if you have Locus standi , you can file a complaint in the concern police station.

File a police complaint for the same. Or if you are affected somehow send a legal notice and claim damages otherwise on the expiry of the period given to them you will file a case. Usually, it depends on what basis you are claiming the rent agreement to be fake which has to prove an oral contract to the contrary.

file suit for declaration and make both the landlord and tenant as parties....the real reason y u doing this is still not known to me...it wld be more clear y u want to do it...r u a landlord???? or the third party getting effected?? but how? all these questions need to be answered first...
