How to handle multiple sale of the same land

Real estate owner, sold the same land to two people in Tamil Nadu, there are other houses built in the same layout. This comes under the city limit.
Issue:-
The land was sold to A in 2004 and the same land sold to person B in 2008 and same land was bought from B in 2010.
What the owner says: -
He says he will allocate a different land to person A first owner.
Current situation :-
Unable to register the land because no way to regularize the land and it was stopped in 2016. so have to wait till another Government
order comes.
Question: -
How to enter into a legal agreement with the Real estate owner and Person A, (the first owner), so that it can be executed when the government accepts the regularization.
you cannot register any land which was not regular regularised by the government of Tamilnadu no land can be registered High Court judgement and on behalf of the High Court judgement all the registration of the land is stopped in the state of Tamil Nadu it is impossible at undeveloped land only after the clearance of the court and the properly enacted by the state government you can purchase that land
