How to give title clear report of a passed plan of a house constructio

Sale deed made of constructed house without plan pass and plan passed after two years how can i give title clear report.

Query is not clear.
You means owner or buyer?
How ever, please see the passed plan you will find the name of title holder there, if you are buyer and plan is approve in name of seller you can ask him to furnish an notarized NOC that he/she had sold the property dated whereas plan got approved by the concerned authority on dated.... accordingly He/She have no objection for endorsement of buyer name as title holder.
Further, After getting NOC, you may approach the concern authority with application alongwith NOC and Sale deed for endorsement of title in your name in their records.
