How to give electricity to neighbour over my property without consent

Hi, I live overseas. My parents have property in kerala (10 cent) that they owned for 35 yrs. For the past 10 yrs they staying abroad too. Now they planned to go back to native and start constructing a 3 bed room house and the construction is going on. One of our neighbour never had road or electricity applying for electricity now. Panchayat trying to give her electricity and they are trying to give it over our property.Since she have no road they want to give it right on top of our new house . My question is 1) Is it possible to give electricity to someone via my property without my consent?? 2) if so how can i stop it?? ANY suggestions??

Please clarify the said query as giving electricity over your property is not clear enough to understand the said situation in which you are in. However, if there is any kind of trespass on your property or any kind of nuisance or any kind of interference with your living in the said property then you can register a complaint in the nearest police station for nuisance or you can also file a civil suit against the panchayat claiming injunction on the said construction of providing electricity to the said neighbor.

If he had no road, how was he accessing the property? Has he any easement rights in your property? It is unlikely that the KSEB will provide the electric connection without your consent. Try to settle the matter amicably.
