How to get priority certificate from thasildar for the land

My father gave land for government project. Thasildar gave us one Bond saying we will be giving priority certificate those who completed graduate. We are almost trying more than 5 years to get priority certificate but the welfare officer is not rensponding. In this case what I have to do for getting priority certificate.. if they are not ready to give priority certificate shall I file a case to get the equivalent amount of the land?
In the case of self-acquired, the person is free to manage the property according to his own will. In the eyes of law no one has the right on the self acquired property i.e Even the son; during the lifetime of the acquirer and the same has been reported in supreme court High courts judgements. So any property which is self acquired by your father he can give it to anyone and may be to you according to his own will if so his Non-legal wedded wife and her children cannot claim or interupt in your dad' decision. You can verry well buy the property in your name using your dad's funds.
