how to get an injunction in case of obstruction of public way

My neighbour is occupying population land which is used for public way.due to this obstruction we can't go outside from my house,so please tell me what are actions taken by me against him?
If property is belong to village than you made application before tehsildar under section 134 of criminal procedure code and belong to city or town then made application executive officer for removals instructions.
