How to find out if any arrears are pending for property given as gift

Hi, We have a 30 yr old apartment which is getting transferred on my mother's name via gift deed. However, we are not sure if registration has beendone for that property properly. How do we verify if stamp duty and other fees are duly paid and no arrears are pending? Also, will it attract any penalty if we still get the gift deed done?
First we have to kNow who is land owner,. B y gift deed land getting transferred by apartment to mother,. What kind of relation. In family blood relation stamp duty not required for gift deed registration. For other query we have to rectify by documents.
