How to determine subletting charges in a cooperative housing society

Hi, Our society is a registered cooperative housing society. There are 94 flats in the society. Our society was registered in the year 2002. Query: Society is charging subletting charges which is very high. Subletting charges are more than 10% of service & maintenance charges in the maintenance bill. When we raised this issue with the committee then what they did is, they divided that amount under two heads; 10% of that amount was put under subletting charges to accommodate the permissible limit and rest of the excess amount was moved to welfare & contribution charges(Donation to society) and was charged under this section in maintenance bill. Only members who have rented their flats only to them these welfare & contribution charges are levied in their maintenance bill. Is this correct? How can i ask the committee to remove these excess charges? Kindly guide. Thank you. Best regards
