How to convert flat from lease hold to free hold dda flat bought in 96

I PURCHASED A DDA MIG FLAT IN ROHINI IN YEAR 1996 FROM THE ORIGINAL ALLOTE ON POWER OF ATTORNEY. THE FLAT WAS ON HIRE PURCHASE SCHEME.ALL THE INSTALLMENTS ARE PAID . I APPLIED FOR FREE HOLD BUT A OBJECTION HAS BEEN RAISED . AS PER DDA THE ORIGINAL ALOTTE ALSO HAS A PLOT ALOTTED TO HIM BY DDA WHERE AS HE HAD PROVIDED AN AFFADAVIT TO DDA THAT HE DOES NOT OWN ANY OTHER PROPERTY ALLOTED FROM DDA. PLEASE ADVICE HOW TO PROCEED FOR CONVERSION FROM LEASE HOLD TO FREEHOLD. THANKS
File a case (WRIT) in high court, make party to both DDA and original allottee , show all the rel events documents which u have and which proves you are a bonafide owner. you will get your free hold certificate.
