How to claim compensation for the land acquired in factory project

An ordinance factory project had been established in amethi. For this land of farmers have been acquired in 2008.my father is one of the farmers. Now in in 2017 the compensation is being distributed.but instead of giving compensation for his property which is approx 17lakh he had been given 1.58 lakh...my father and his elder brother had inherited this property from my grand father.so it is equally distributed,my uncle had sold his share of land.and now when the compensation was distributed those who had bought his share of land had got my father's share of compensation too. My father is a working presently in H. A. L Korwa and he will get retired next year because of irresponsible attitude of C. O and other officers he had to run from office to office.and those responsible for this are just trying to get rid of the headache related to it. Plz give some advice so that my father can get his compensation and that too quickly.
