How to buy an agricultural land without running RTC

Basically am from karntaka,I am planning to buy a agricultural land ,10 years before we had agri land but we sold it ,So right now we don't have running RTC, many are telling it is required at the time of registration,our ancestors from agricultural background but they are no more,Kindly tell me what is the way to buy agri land legally?
It is true that for purchase of agri land buyer also requires agri land, even other can also buy land, other wise you take permission from concern authorities, how much land you want to purchase, for more details contact me
