How can I transfer electricity bill and house on my name completely

I am living in my father's house since childhood with my children. It's a private property owned by building, we had photopass and I paid rent fees for around 6-7 years. It got cancelled because building owner agreed to pay the rent for all the people in our chawl. My late brother and other siblings wrote a letter on NOC stating they do not have any objection on transfferng the premises in my name on 2003. I stay at mala with children and my sister in law who doesn't even have her name on ration card occupied by the below space of my house when my brother went out to get married and not allowing him to enter the house. Only her son's name on the ration card since 2013 that's it. Can I take legal action to vacant the possession on the basis of NOC. That NOC Is in BMC office since 2003 and I have the Xerox copy with me. It is not notarised or registered.it only has BMC majesty sign and other sibling signature.
