House construction near 66kv power line

I have site where 66kv power powerline passing where I want to construct house as per KPTCL guidelines. Now they have given permission(Distance horizontal specification) but they want affidivit stating any untowrds incidents happen I will be held responsible. So I am confused whether to give affidavit or not. Please advise me..
