Home loan transfer if owner is in jail

I have purchased one property from seller , seller had home loan against the said property. Property Registration is done in which it is mentioned that seller had home loan and he will repay it with the proceedings received by him from me . After registration he i got jail due to some other fraud committed by him before repayment of his home loan . I approached his bank and told then I am ready to repay his entire home loan but bank is denying to transfer the loan / property , please suggest
