High court contempt order to the municipal corporation comissioner

Issue notice to the respondents on payment of PF within seven
working days, through RAD mode. Notices be made returnable within four
weeks.
Can someone please explain me, what does it mean?
This means if you are appellant, the court has directed respondents to reply to the allegation alleged by petitioners for that notice is sent to respondents and they shall reply within 4 weeks from receipt of notice and notice is RAD means that respondent need to sign acknowledgment once notice is received by them which shall be proof of service of notice.
