Haveli office Pune is not giving Certified copy of Sale deed

I have property tax and sjare certificate in our name since 1994. I misplaced sale deed and I applied to society for copy of sale deed and they do not have a copy. I then made a police compaint and applied to Haveli Pune for certified copy. Haveli office tells me they cant trace the sale deed so they are unable to give a certified copy. I asked them to give a Encumberabce Certificate but they are not issuing. What should I do now to get certified Sale deed or EC?
If the Sale Deed is untraceable at the Sub-Registrar’s office, first confirm the correct year of registration and SRO office. Sometimes records are in physical archives. Apply for Index II copy—this helps locate the Sale Deed. You may also file an RTI to the Sub-Registrar's office requesting certified copies.
