Haveli office Pune is not giving Certified copy of Sale deed

I have property tax and sjare certificate in our name since 1994. I misplaced sale deed and I applied to society for copy of sale deed and they do not have a copy. I then made a police compaint and applied to Haveli Pune for certified copy. Haveli office tells me they cant trace the sale deed so they are unable to give a certified copy. I asked them to give a Encumberabce Certificate but they are not issuing. What should I do now to get certified Sale deed or EC?
