Hakku Patra duplicate copy where to get?

Hello team.. the hakku patra was given to us on 25th Independence day for the downtrodden people.. unfortunately we haven't got the khata yet for this. We got it registered last year,. Now we approached bbmp for applying khata, but the have denied saying, there are no records.. we are pushed from for to pillar.. But no where we are getting a response .. I even asked for a possession certificate.. But also didn't have any response... What can do to get the khata now.. please help
if you have not got they have ko Patra and if there is no corresponding file record available with the granting institution it is difficult to get a khata. if you can show me the registration that you say you have done last year I may be able to tell you better
