You have to file a petition before the court and seek a succession certificate in the names of all the surviving legal heirs of your grand father.

The court will verify your claims, and once satisfied, it will issue a succession certificate through which you can then transfer the property(ies) to your respective names.

You can go to the Jurisdictional tahsildar office along with death certificate of your grand father and declare through affidavit all your claims to effectuate transfer of khatha to your father's name. You may as well contact me for further legal help as to the procedure involved.
