GARAGE CONVERT TO SHOP WITHOUT TAKING PERMISSION FROM FLAT MEMBERS

I am residing in G+3 Flat from last 5 years where there is a garage which is not common place as per deed. One of our Flat member purchased the same from the builder 3 years ago, now he is converting it into a Grocery Shop without taking any permission / no objection from other flat members. No legal/registered association / committee is formed yet in our flat.
My questions is can the said person convert the garage in to any shop without other flat owners permission / no objection?
