Father wrote will. Can I write will based on will to my kids?

Father left an unregistered will and passed away. He gave 1extra property to me(15%). Other85% was divided equally between everyone including me. siblings were hesitant to come to sub registrar to sign for partition deed. Subregistrar said I can gift it without any signing.I went for partition deed because cheaper than gift deed & probate. Can I write a will to my kids based on my father will. My kids can gift it or sell it without siblings or their kids signing if sibling passed away in future?

The way u said I want to know siblings hear means sons children or daughter children
There is no clarity moreover instead of gift deed u can relinquish the property then stamp duty will be less. Where is the property located . It’s land or house so lots if things are involved plz better to discuss
