My father died in 2009, the ownership of his house (flat) was transfered to my mother's name in December 2015, she is in process of finalizing the sale and I am homeless because she is staying with her family and tenants have already occupied my father's house is there anything that I can do legally as I will be homeless?

yes

you can do many things as far as your legal rights are concerned

please send Legal notice to your mother for stopping the sale

then file civil suit in the court for stopping sale and also taking the possession of the premises as you have right to live in the premises

Your mother can not sell the house as your rights are also involved

She is the legal owner of her flat. You have not mentioned about your siblings and other family details. However she can at the best part with the consideration amount towards you if she wills to. Hopefully your mother has entered a Leave and License agreement with the tenants in which case she has to give them a one month notice to evict.
