Electricity Disom Denying To Remove An Assembly Installed In My Land

From 35 years,an electrical(discom) 2 pole structure and transformer assembly have been on my land which is on roadside(3 cents)adjacent to my house.It is totally obstructing usage of land for my usage. And also,I did not receive any compensation from the distribution firm for 35 years.I requested to electrical discom that the 2pole structure and transformer be removed from my land so that I may use my land for personal usage.The discom saying that i should apply for the removal of the aforementioned assembly, and that the cost of replacing the entire assembly (4 to 5 lakhs) would be on me. I am really poor(BPL) and cannot pay the sum.I have only small house and this land(occupying by this electrical assembly)adjascent to my house.I don't understand why I have to pay for replacing the assembly the land is legally mine.I want to use my land.I am not demanding compensation now.I want to make them(discom) to replace the assembly to other place without expending much.Kindly suggest way.
