E-khata shared by developer,tax paid n pending is empty in form 9,11A

The developer has shared E-khata from bmrda,the tax paid details and pending tax details are empty in the document,
now without tax paid receipts, is it safe to proceed to sale of agreement with developer where he will be demanding
20% of the site value, the site comes in kaggalipura village, its bmrda and rera approved.
Please I need an advice on the same
Do not proceed with the sale agreement or pay 20% without obtaining the latest property tax paid receipt, as it's absence may indicate pending dues that could later become your liability. Ensure the developer provides a clear title, valid BMRDA and TERA approvals, and a clean EC. Include a clause in the agreement stating that the seller is responsible for clearing all dues before registration.
