Does the cost of property changes if verification takes place

I would like to know the cost per sq. ft charged by the builders on a Villa project is based on built up area or carpet area or super built up area? If I have to go for property verification, as per the new RERA act, does this carpet area charges fall under the scope of Villas also, or just apartment?
The buyer will pay only for the carpet area (area within walls). The builder can’t charge for the super built-up area, as is the practice at present as per the RERA Act which will be enforced from 1st of May, 2017.
