Your father purchased property in the year 2006 & now you want to transfer the same in the name of your mom at this stage. You have to apply for haireship certificate before court. You can place this certificate before development authority they will transfer the said property in the name of legal hairs of your father.

Application in writing from your Mother to development authority with below documents :
1. NOC from the society
2. Death Certificate of your father
3. Pan Card
4. AADHAR Card
5. Copy of said Electricity Bill
6. Affidavit

After above procedure, the development authority will issue Transfer / NOC / allotment letter in your mother's name .
Then Submit that Transfer letter ( Certified Copy only ) to the Society Secretary/ chairman along with application in writing for transfer of ownership and share certificate of said flat in your Mother's name.

their is no need to execute the sale deed again. you can apply for heirship certificate in the Court of Civil Judge and further provide following documents in heirship proceeding;
the purchase deed between your father and developer, payment details of said flat, completion of other terms and conditions of said deed/agreement, death certificate of your father and details of their mother, wife, son and daughter.
