Do we approach the Muncipal corporation for reconstruction of building

I am a co tenant in a falt in a residential building in Bhiwandi city. My deceased parents had taken the flat on pagdi system. We are 7 sisters who inherited this property after the death of our parents. It is a three storey building and our flat is situate on the third floor. The flat is of dilapated condition and may not survive till the next monsoon. We are not able to reconstruct/ renovate or make any structural repairs to the house due to two main reasons first, the lack of funds and second, one of the sisters who is currently residing in the flat is not willing to vacate the flat for renovation. The flat is in such dilapated state that it my collapse at any time. In such case what do we do so that we are not liable in case the building collapses? Do we approach the Muncipal corporation for reconstruction of the structure? Do we have a give a notice to my sister who is residing on the flat to vacate the flat?

To redevelop the building you need to first take the consent of all the tenant of the building and make a representation to the muncipal corporation for development of the building and invite their attention tiward inspection and structure audit after which they will take further step. If they fail to do so you can knock the door of court of law.

First of all get the structural audit done by licensed engineer and then if the building is declared dilapidated issue a public notice for redevelopment inviting builders.
Ask your sister to take compensation from builder and vacate the flat for temporary accommodation, in this manner she will get a new flat and the building will also get renovated.
Still if your sister is not willing to vacate than you give her a legal notice and request the municipal corporation for forceful eviction
