developer vs one of owner dispute.

land of 4 kotha having municipal mutation in the name of our 5 brothers and sister, one of sister denied to sign in the deed between land lord and developer. now my question is whether developer can start the work leaving that sister (who denied to sign) land although there is no deed of seperation of land among these 5 brother and sister?
No, if the developer starts developing the land and in the main time if she raises any objection and file any suit before the civil court, the court will pass an order in favor of your sister and than the developer can not construct the land till the disposal of the suit. But there is a procedure we're you can do it in a legal way and your sister can't raise any objection.
For any major action involving the property, like development, the consent of all joint owners is generally required. Without consent of all joint owners u cannot do anything. But u have alternatives like u can file partition suit to force the division of the property or u can negotiations with the owners
