Delay of more than 10 yrs in SRA Flat

I was supposed to the rehabilitation flat as per SRA Scheme, however it been almost 10 years and builder is yet to complete the Building.
Neither Builder is providing the rent from past 1 year, pls suggest the legal options
You can file a consumer protection complaint against the builder wherein he will have to pay you the rent and give the property to you.
Where is the fakt situated? And what is the cost of the flat? As this will decide the jurisdiction of the complaint.
