Delay in project from reputed builder

I had booked undercinstruction flat in 2015 (as per my agrrement) in pune from reputed builder. The rera got registered in 2017 for this builder. This builder got completion certificate in 2018 but per aggrement he has promissed in 2016. I have paid 70% amount. As per promise he had made several changes but never informed about anything. There are leakages inside the flat & dispite telling everyone he gives no response. When asked for entire money back, he states he would deduct 15%. All these long times i stayed on rent. Now am not happy with project & want my entire payment back, what to do.
Dear Querist, have you taken the possession??
If not then you can file a complaint under RERA for withdrawal form project and claim refund, interest and costs.
If you have taken possession then you need to file a consumer complaint or civil suit.

2. If he does not respond then approach rera;
3. You will have to initiate legal action;
