Defamation and misrepresentation of facts in official letter

Authority with whom commercial noise complaint has been pending for 1.5 years has been not only ineffective but issued a poorly tested noise pollution report (that resulted in threatening our safety and maligning our name with another authority). Now issued an official letter misrepresenting facts, when there is evidence to the contrary and defamed our name in official letter. What can we do?
