De sealing of property sealed by MCD

My godown was sealed by mcd narela zone in april 2024 for Misuse.I had approached in mcd office narela and applied for de sealing,it took 1 year,I paid the Misuse charges .Then the File was sent from DC Narela zone to Add. Commissioner in civic centre for approval. But now the file has been rejected from AC MCD SPM civic centre Delhi on the pretext that this was a wrong procedure.
Permanent De sealing of property can only be done by Judicial Commitee palika bhawan RK puram.kindly suggest further

File writ in court along with application of stay if there are any orders to sell the property.
