A property on a women's name is her absolute property. It legally belongs to your grand mother.
Your mother can ask for her share as a daughter along with other 3 siblings provided your grand mother does not gift it away or writes a will on the property.
No need for your mother to sign on a blank paper. Also what are the legal problems with the cantonment board? we need to know as the problem with cantonment will give some details on the property ownership also.
