Dakhil khariz rejected by govt how to get a new one and claim property

I (muslim) have bought a piece of land from obc person (muslim) in july 2016 who also bought from obc person (muslim) in 2014 who bought from sc in 2012. I have previous documents of dakhil khariz but my dalhil khariz is rejected and land is registered in govt. account now under 166/167. What to do for dalhil khariz?
