Created obstruct for attending nature calls of senior citizen

When my aunt was not there at home neighbor constructed a wall preventing the way for attending for nature calls way (wash rooms). Files a case in local court. Court formed a commission. The commission was delaying the process for the last 545 days (one and half years). My aunt was facing serious problems for attending nature calls during night time.
hi first need to see the contents of the petition filed by the neighbour and its contents and if tje commission was delaying the court process then you could file petition in appellate court to seek for early hearing of your petition to dispose of the case
