There is no provision in the GUJARAT court fee act that if you file partition suit in the court you have to pay 15 lakhs RS. The highest fee for every suit is fix by GUJARAT court fee act is RS 75000/- only.
Partition suit is not filled in Gujarat high court, suit for partition is filed in lower court, if you want to file suit for partition then you have to pay court fees as per your part in joint family property.
Maximum court fees is ₹ 75,000/- as Gujarat court fees act.
