corporation has sent us notice and harassing for house construction

I am constructing house and my neighbor has logged a false complain saying we are constricting in her area with corporation. We had applied for building permission but it is still pending. The corporation has sent us notice based on this false complaint. How many notices does corporation send? This lady came into our house and threatened us with knife, she also damaged our property by treating the cover and walls where plastering was done. What do we do as the corporation guy who sent us notice has taken bribe from her to do all this.
Irrespective of whether the lady has bribed the officers, it is not right on your part to begin construction without having the necessary permissions and sanctioned plan in place. I suggest you stop the construction until you have all the documents in place.
