Converting from Danga to Vastu

I have land measuring 1050sq ft which I want to convert from danga to vastu for a loan. The process looks tedious and time-consuming. I just want to know that do I need to have a ULC certificate for the conversion or if there is any other way to apply for conversion. The danga area is almost 10 katha.
