Construction of Water Tank by HMWSSB in the Public Park

In our colony layout which was approved officially by the Gram Panchayat and about 1,800 sq. yards was earmarked for public park.
This year, HMWSSB constructed water tank on this designated park land.
My Questions:
1. Does HMWSSB have the legal authority to construct a water tank on land designated as a public park in an officially approved Gram Panchayat layout?
2. Is it mandatory for HMWSSB to obtain NOC or consent from the local residents?
hi if the construction of water tank had been done in public park without any approval or pwrmission rhen you could make an application to authorities to take steps for removal of it and if they failed to take action then you could approach court
