Construction of room on Balcony

Constructed room on my balcony in 2007.
Checked that we had paid property tax till 2009.
Heard that if room was built in the begining of 2007 or earlier and proprty tax was paid for that room also then it is legal now. What is the legal clause or notification of MCD for this?
Visited MCD ofc they said your tax is due since 2004.
Paid tax from 2004 till date included the covered room charges
is it legal now ?
is there is any notice been served to u, or any show cause notice if u haven't paid since 2004, if not u can file the case in mcd tribunal and file writ petition in the high court? pls expedite asa or cost shall be imposed on u for delay pwyments
