Complaint against the builder for not paying the amount nor possession

I have booked a flat in Amrapali Project (the builder has become defaulter in many projects) on Dec 2014 on 'no emi till possession' and the builder had promised to pay my interest (which was financed by Central Bank of INdia who paid the builder 80% of cost) emi to till possession ,but ,builder has stopped paying interest emi nor completed the project .
