Co-owner not allowing to sell joint pagadi property

My mother and her 3 sisters have a joint ancestral pagadi property (1RK in chawl, Mumbai). One sister (divorcee) was staying there for 40 years and expired 6 years back and the house is closed since that time. Expired sister's share has been transferred to her daughter (divorcee). The 3 sisters want to sell this house but the divorcee daughter is not allowing us to sell it. Rent receipts are in the name of all these 4 joint owners. How can 3 sisters sell this house
