Clarifications on sale of land

My grandfather has 3 sons and 1 daughter,he had a land in tirupati,and given to my mother .And now the property is under my mother name.The issue is when my grand father borrowed this land it is in good position,now when we see the land it is filled with water which is situated near the lake.But it has the market value which government has given is 11 Lakhs.Now we want to sell our land for our financial crisis.But no one is ready to take.Is there any law for government to help on this issue,because of the lake we lost our property.kindly suggest .My religion is hindu.
The data what you gave was not sufficient to guide you properly.i need survey no of the land you purchased and adangal, FMB Sketch of the said area. Formation of such lake I mean it is newly formed or already in existance.photo copies of effected land in four dimensions .encumbrance certificate of said land.Than only I can tell u the legal position of it how you can seek help from government whether it is possible or not .

Your question is not clear first any how if your land is filled with water by govt. then govt.has to pay you as per the land acquisition act 2013 ie. market value+ but if it is your negligence in filling water govt. not liable
