Clarification regarding the title search conflict of the property

Property registered with 2 names the seller doesn't have the cancellation deed as he was unaware of the property registered from builder to customer1 the customer1 didn't paid the amount so their agreement was cancelled verbally but the flat was registered under customer1 name builder sold to customer2 now he was unaware of that .Now my husband is buying the flat and did the title search so in that conflict arose .we are trying to find that person but we can't find that person till so what are the options so that it will be legally cleared because this deal happened in 2009

In this situatin prior to purchase property you can make proclamation paper publication in your district local news paper. If any one has right than claim same within stipulated period. If no claim maid or objection made by any one you are free to purchase that property.
By the way 1 St person didn't payed any thing hence no right.

If the Builder to Customer 1 agreement was registered then the Customer 2 would have known about it. It is not possible to register document without the actual owner or valid Power of Attorney from the owner. Please check how is the document of this person from whom you are purchasing became owner of the Property. This is not as simple as you are stating. The documents needs to be examined and then solution can be provided
