Clarification regarding an alleged Kool in the plot

Dear sir, i have a piece of land measuring 6590 sq. mtrs. In that, in one khasra number, there is one Sarkaari Kool which was earlier used, but is obsolete now. I have already obtained NOC from Irrigation department, which states that i can use the same land even for constructing something, however i have to lay the pipelines for the alleged kool there. I have already laid the pipeline for the same. Now, the development authority is stating that they would not consider my land as a whole, rather they would consider it in 2 plots, one behind the kool and one in front of the kool. I want to use whole of the land as one plot and get the map of a mall sanctioned on it. Kindly guide me. I would be obliged.
