Clarification on sale and resell of leasehold property

I m planning to buy a flat on a leasehold land.The agreement will be between developer and me.A dummy agreement has been provided by developer mentioning as sale agreement.But m not convinced as I'm confused that how can a leasehold property be sold.Also I m paying him full money as we pay for ownership property.I m Hindu by religion and developer is Muslim.
Lease property cannot be sold, as lease of property can be for maximum 99 years only, it can be transferred in the other for the said period but according to law absolute sale cannot be done it is illegal and fraudulent
